CHAPTER 11

ADMINISTRATIVE MANAGEMENT GUIDELINES OF THE LIBRARY

UNIVERSITY OF PERADENIYA

Preamble

The University of Peradeniya is proud to posses its greatest treasures the University Library, which is more than one hundred years old. It is older than the University of Ceylon, the first university of Sri Lanka established in 1942. In April 1921 the Library commenced in a room of the College House, Thurstan Road, Colombo as the Ceylon University College Library. One hundred years later in April 2021 it has developed and expanded into a well-knit library in the extensive University Park of the University of Peradeniya. These guidelines have been formulated taking into consideration the performance of University of Peradeniya Library in 2021 in order to provide an effective and well-organized library service to the university community. In future these guidelines may need periodical revisions, modifications and improvements to suit the changing conditions.

11.1 Preamble

The University of Peradeniya Library originated in the “College House”, Thurstan Road (now Cumaratunga Munidasa Mawata), Colombo as the

Library of the Ceylon University College established in January 1921. It became the University of Ceylon Library with the establishment of the

University of Ceylon in 1942. When the University was shifted to its permanent home in the spacious University Park at Peradeniya in October 1952, the Library was also moved to the new campus. During the last 100 years the Library has changed its identity several times as mentioned below, due to the name of the higher educational institution to which it was attached underwent changes due to changing legislation:

Ceylon University College Library Colombo 1921 Jan.1 – 1942 June

University of Ceylon Library Colombo 1942 July2 – 1952 Sept. University of Ceylon Library Peradeniya 1952 Oct.3 – 1972 Feb.

University of Sri Lanka, Peradeniya Campus Library 1972 Feb.4 – 1978 Dec.

University of Peradeniya Library 1979 Jan.5 – to date

Most significant feature of the Peradeniya Library after it was established at Peradeniya is the gradual development of a network of subjectbased libraries serving Faculties and Postgraduate Institutes with the Main Library at its centre. While serving the Faculty of Arts, basically the Main Library provides certain centralized services to the entire university community.

  1. The Ceylon University College was established on 24th January 1921 under the recommendation of the Mecleod Committee of the Legislative Council appointed in 1912. The Accession Register of the Ceylon University College Library began in April 1921 recording the accessioning of Padmanabha Founder Collection. Incumbent Librarian R.S.Enright was appointed in 1925.
  2. The University of Ceylon was established 1st July 1942 by the Ceylon University Ordinance No.20 of 1942.
  3. The University of Ceylon was shifted to Peradeniya on 7th October 1952. The University of Ceylon Peradeniya was declared open by the Duke of Edinburgh on 20th April 1954 in the presence of Queen Elizabeth II to be “more open than usual”.
  4. Amalgamation of 5 universities by the University of Sri Lanka Act No.1 of 1972 converted University of Ceylon Peradeniya to the Peradeniya Campus of University of Sri Lanka in February 1972.
  5. The University of Peradeniya was established by the Universities Act No.16 of 1978.. The Universities Act became operative on 1st January 1979.

When the University was shifted to Peradeniya in 1952 its library with a collection of about 30,000 items had to be temporarily accommodated in the ground floor of the new Arts Building at Peradeniya as the library building was under construction. The library moved to its new seven storied permanent home (now known as the Main Library) at the beginning of the academic year 1960/1961. Sixty years later in August 2020 a six storied new wing constructed on its northern side of the Main Building was opened to facilitate the expansion of the Main Library’s increased services.

At present the library of the University of Peradeniya comprises of the Main Library and 8 Branch Libraries. The entire library is functioning under the direct supervision and control of the Librarian as stipulated by the Universities Act No. 16 of 1978 and its later amendments. The Main

Library is administered by several Divisions headed by the Senior Staff of the Library. The Branch Libraries are also headed by the members of Senior Staff.

11.2 Library

This multi sited library caters to around 10,000 members of the university community and holds over 800,000 items of rare, valuable and significant work bestowed by the donors. Notwithstanding the accepted norms the University of Peradeniya library holds different formats of materials in its collection. These materials in different formats treasured in special collections are a blend of tangible and intangible information. Palm Leaf Manuscript Collection treasured by the University of Peradeniya Library since 1960s is the second largest collection of such nature in Sri Lanka. Since the inception of the library, the card catalogue was the main key to the library’s collections until the year 2000. The library which was among the pioneers in the application of Information Technology in the field of Library and Information Science launched its automation project in 2002 using off the shelf Library Management Software (LMS) Package Alice for Windows (AfW) and was later shifted to

Koha open source Library Management System. The Library’s institutional repository which demonstrates the intellectual output of the University research community is presently accessible on www.lib.pdn.ac.lk.

Main Library serves as the hub of the Library. It consists of eight (08) service divisions and each service division has been assigned a particular duty. Some of these duties are performed by the branch libraries without having separate divisions while the other duties are performed by the divisions of Main Library which are common to the entire Library.

The Library moved to the newly constructed two-storied Engineering Library Building in January 2000.

After the establishment of the Departments of Molecular Biology and Biotechnology and Statistics and Computer Science books on these subject disciplines are also added to the Library collection annually. The Science Library commenced serving the Postgraduate Institute of Science (PGIS) since its inception in 1996.

All Branch Libraries function as individual entities, apart from some centralized functions carried out by the Acquisitions Division. The IT Division extends its support to Branch Libraries to manage, develop and update their IT related activities. The research publications of the faculty academic staff members are collected to showcase in the Institutional Repository of the Library. The library materials that require preventive conservation such as binding are sent to the Conservation and Preservation Division at the Main Library. Thus, the Main Library acts as the central hub that facilitates the activities and services carried out by the Branch libraries. The Branch Libraries headed by Branch Librarians are functioning under the supervision of the Librarian.

There are several factors that govern the development and activities of a Branch Library such as historical appendages, campus geography, enrollment patterns, financial conditions and budget allocations, space requirements, instructional techniques, user expectations and demands, and external pressures. The Branch Libraries maintain the same standards of service, but not necessarily the same services as the Main Library with regard to access (opening hours), staffing, assistance to users, and adequacy of physical facilities (user categories), size of the collections, and borrowing facilities provided for users.

The following user categories are common to all Branch Libraries to whom they provide library facilities.

  • Permanent Academic Staff
  • Temporary Academic Staff
  • Visiting Lecturers
  • Emeritus Professors
  • Administrative Staff
  • Non-academic Staff
  • Undergraduate Students of the University
  • Postgraduate Students of the University
  • Scientists, Researchers and any other postgraduate readers  Students of other universities
